Complainants G and H were informed of the Ombudsman investigation outcomes. :HTWSL *HZL ,PNO[ 7KH 2PEXGVPDQ 2IÀFH UHFHLYHG D QRWLÀFDWLRQ IURP the administration department at Jau Reform and Rehabilitation Centre stating that Inmate I was refusing to stay in the health centre for observation. It was H[SODLQHG WKDW IROORZLQJ KRVSLWDOL]DWLRQ DQG FRQWUDU\ WR WKH LQVWUXFWLRQV RI D GRFWRU 0U , ZDQWHG WR UHPDLQ LQ KLV FHOO :KLOVW 0U , KDG DV UHTXHVWHG EHHQ WDNHQ EDFN WR KLV FHOO VWDII ZHUH FRQFHUQHG IRU KLP 7KH DVVLVWDQFH RI WKH 2PEXGVPDQ 2IÀFH ZDV UHTXHVWHG $FRS\RI DPHGLFDO UHSRUWZDVDWWDFKHG WR WKHQRWLÀFDWLRQ The report noted that Mr. I suffered a cardiac arrest RQ -DQXDU\ DQG ZDV WDNHQ WR WKH (PHUJHQF\ 'HSDUWPHQW DW WKH 6DOPDQL\D 0HGLFDO &RPSOH[ ZKHUH he underwent a cardiac catheterization procedure. He remained in hospital until 29 January 2019 when he was discharged with a recommendation that he should remain under observation in the Rehabilitation health centre and undergo a further catheterization procedure RQ )HEUXDU\ +RZHYHU 0U , UHIXVHG WR VWD\ LQ the health centre as recommended. An Ombudsman investigator went to the Jau Reform and Rehabilitation Centre to meet Mr. I. The investigator talked with Mr. I and listened to his concerns. The investigator explained to him why it was important for KLV KHDOWK DQG ZHOO EHLQJ WKDW KH UHPDLQHG XQGHU WKH care and observation of a doctor and underwent a second catheterization procedure. He pointed out that D GDWH KDG EHHQ VHW IRU WKH SURFHGXUH VR 0U , ZRXOG QRW EH FRQÀQHG WR WKH KHDOWK FHQWUH IRU D ORQJ SHULRG $IWHU VRPH GLVFXVVLRQ 0U , DFFHSWHG WKH DGYLFH RI WKH investigator and agreed to stay at the health centre and undergo the planned catheterization procedure. 7KH 2PEXGVPDQ 2IÀFH WKHQ FRRUGLQDWHG ZLWK the administration department of the Reform and Rehabilitation Centre and the Department of Health DQG 6RFLDO $IIDLUV DW WKH 0LQLVWU\ RI WKH ,QWHULRU WR arrange for Mr. I to be transferred to the health centre. 7KH LQYHVWLJDWRU VXEVHTXHQWO\ FRQÀUPHG WKDW WKH transfer had taken place and that Mr. I was receiving the required medical observation and support. The case was then closed as settled.
