Section One: Treatment and conditions
Prisoners or detainees are held in a clean and decent environment in which their safety is
protected and diverse needs are met
1- Respect
All prisoners or detainees are treated with respect and their diverse needs, while in
custody, are met
Indicators:
Prisoners or detainees are separated based on the type of felony and age groups
The diverse needs of prisoners or detainees are met, and this includes the specific
needs of:
- People with special needs (disabled, foreign nationals, and mental health
patients)
- Older detainees
Custody suite staff recognizes and understands the distinct needs of the age group
between fifteen and eighteen, and treat them accordingly.
Evidence
Evidence is derived from questions to the staff of prisons and places of detention and
prisoners or detainees and through access to documents.
Staff
Ask staff to describe their interaction with prisoners or detainees. Specifically, ask:
How the diverse needs of the prisoners or detainees are identified and assessed
How they address the diverse needs of prisoners or detainees, for instance if they
understand the differential impact of prisons and places of detention on women or the
age group between fifteen and eighteen.
What training they have had and what skills that they have to deal with the prisoners’ or
detainees’ diverse needs.
What training the custody staffs, including health-care personnel and administrators,
have had to be adequately qualified and able to act as a unit in case of disorder or
upheaval.
How they issue a decision to transfer a prisoner or detainee to the social specialist, and
what procedures they follow
How they separate the category of prisoners or detainees aged between fifteen and
eighteen from adults and allocate facilities suitable for them.
